In a landmark decision to tackle the state’s housing shortfall and promote inclusive urban development, the Maharashtra Cabinet, led by Chief Minister Devendra Fadnavis, has approved the long-awaited housing policy Majhe Ghar – Majha Adhikar (My Home – My Right). With a ₹70,000 crore investment plan, the policy targets the construction of 35 lakh affordable homes by 2030—making it Maharashtra’s most ambitious housing strategy in nearly two decades.
The policy introduces wide-ranging measures including a ₹2,000 crore fund for self-redevelopment, creation of a government land bank, revival of stalled and slum projects, and zoning reforms to enable walk-to-work housing. It also offers incentives for senior living and student housing, while prioritising vulnerable groups such as workers, women, and the elderly. The real estate sector has lauded the initiative, calling it a timely and transformative move that could reshape Maharashtra’s housing landscape.
Niranjan Hiranandani, Chairman, NAREDCO & Hiranandani Group: “The newly unveiled State Housing Policy is a visionary move that aligns with Maharashtra’s aspirations to cement its position as India’s economic powerhouse. This comprehensive plan, with strategic emphasis on rental housing for working women, students, and industrial workers, is a transformative step toward addressing the urgent need for affordable urban housing. Initiatives such as the walk-to-work model near employment hubs, supported by robust multi-modal infrastructure and last-mile connectivity, will catalyze industrial and commercial real estate, paving the way for an integrated urban development model.
The introduction of self-redevelopment cells, dedicated ₹2,000 crore funding for redevelopment projects, and streamlined compliances will unlock redevelopment opportunities in land-constrained cities and resolve stalled projects. Furthermore, CSR utilization and the ₹20,000 crore MahaWas Niwas Nidhi fund signify a commitment to creating slum-free cities, ensuring social housing projects, and better living standards for citizens.
For the real estate industry, this landmark policy presents an immense opportunity to reform urban landscapes while transforming business models to meet rising housing demand. This is not just a step forward—it’s a leap toward building a globally competitive real estate ecosystem that serves all stakeholders.”
Prashant Sharma, President, NAREDCO Maharashtra:
“The policy is a commendable step in realizing the vision of Housing for All in Maharashtra. With a robust investment plan of ₹70,000 crore and a clear target of constructing 3.5 million homes over the next five years, the government is prioritizing inclusive urban development. The focus on slum rehabilitation, redevelopment, and the creation of a MahaAwas Fund will be instrumental in addressing the housing shortage and improving the urban landscape. We believe this progressive policy will provide a significant boost to real estate, create large-scale employment, and ensure dignified living for citizens across income groups.”
Nishant Deshmukh, Founder and Managing Partner, Sugee Group:
“The announcement of the ‘Majhe Ghar – Majha Adhikar’ housing policy is a landmark decision with the potential to change the face of urban housing in Maharashtra. The comprehensive approach — from slum rehabilitation to providing homes for working women, senior citizens, and laborers — reflects the government’s inclusive vision. With strategic funding and transparent implementation, this policy can unlock massive redevelopment opportunities in cities like Mumbai, while also ensuring social equity and improved quality of life.”
Shraddha Kedia-Agarwal, Director, Transcon Developers:
“The new housing policy is a forward-looking initiative that addresses both the urban housing deficit and the needs of vulnerable segments of society. The focus on sustainable and eco-friendly development resonates strongly with our philosophy. By setting a goal to build 35 lakh homes and enabling infrastructure through the MahaAwas Fund, the state government is laying a solid foundation for holistic growth, women-centric housing planning, and improved liveability across Maharashtra.”
Samyak Jain, Director, Siddha Group:
“This visionary housing policy is a timely intervention that addresses the pressing need for affordable and inclusive housing across Maharashtra. The emphasis on slum redevelopment and housing for EWS, LIG, and MIG categories aligns well with the aspirations of millions. We welcome the state’s commitment towards sustainable, eco-friendly homes and believe that public-private collaboration under this policy will play a key role in transforming the housing ecosystem and uplifting urban communities.”
